Many of the correspondence is a series of letters between Carl Murphy and fire chiefs of fire departments in multiple states regarding the amount of Black firefighters they have in their department. Many of the records relates to discrimination within fire departments across the United States.

Coverage of four Black employees of the Baltimore City Fire Department who brought a class action lawsuit against the Baltimore City and the members of the Board of Fire Commissioners and the Civil Service Commission against racial discrimination practices in the appointment and promotion of firemen and various officers of Baltimore City's fire department.
